For banks, governments and healthcare organizations, that is often not legally permissible under GDPR, national security requirements or the EU AI Act. The EU AI Act places compliance obligations on the organizations that use AI in high-risk areas - not just on the vendors that build it. Requirements include human oversight, risk assessment, transparency and audit trails. From August 2026, non-compliance carries penalties of up to 7% of global annual revenue or 35 million euros. Organizations that treat compliance as an architectural decision from the start are significantly better positioned than those that retrofit it later.

The answer is on-premises deployment with a sovereign orchestration layer.
